Title I
FORMATION AND COMPOSITION
Chapter I
Designation, aim, duration and head office
Article 1 
The “CONFÉDÉRATION MONDIALE DES SPORTS DE BOULES” (C.M.S.B.), aconfederation of international nature, is established within the federations of bowls sport, which includes the “Confédération Bouliste Internationale” (C.B.I.), the “Fédération Internationale de Boules” (F.I.B.), the Fédération Internationale de Pétanque et Jeu Provençal” (F.I.P.J.P.) and the “World Bowls” (W.B.).
 
Constituted under the authority of the Monacan law, the Confederation is particularly governed by the Law n° 1072 dated 27 June 1984, concerning the associations, and by the hereby statutes.
The official language of the C.M.S.B. is French.
Article 2
The “CONFÉDÉRATION MONDIALE DES SPORTS DE BOULES” aims at :
 
A - Promoting a bowls' sports policy on international ground, in order to get bowls' sport acknowledged as an Olympic discipline in its four technical clauses, and according to the regulations that characterise each of the four member federations.
 
B - Organising in order to achieve:
 
1° A sports policy according to the principles of the international Olympic organisation, sanctioned by the official deeds governing the activity of the International Olympic Committee (I.O.C.)
 
2° A sports policy suited to get international and national public and sports authorities, admit that human and social values are both essential and inherent to the practice of bowls, and to the virtually national spirit of kinship and human solidarity between people and nations, linked to the organization of sporting events.  
 
3° An organizing policy suited for the uniformity of the period concerning the unfolding of the championships and main international events.
 
4° A sports policy suited to increase the value of the statements by political authorities and public opinion towards bowls' sport, as well as, and especially those by the spoken, written and audiovisual mass media.
 
5° A sports policy suited to increase the value of technical constituents of competition and self-discipline as regards physical and mental preparation.
 
6° A policy by which it asserts willingly and resolutely to carry on fighting against drug-taking in sports without respite, in collaboration with every sports organisation, as well as promoting ethics, fair play and health.
 
7° A sports policy suited to develop and increase the value of women's bowls' sport, allowing their representatives to have access to management duties.
8° A sports policy taking the environmental protection into consideration.
Article 3
The Confederation is apolitical and keeps out of any religious confession.
It draws its inspiration from the International Olympic concept and accepts the regulations and any provisions governing the International Olympic Committee.
It pays particular attention to apply for the admission of Bowls' Sport to the Olympic Games within the four disciplines scheduled by the international technical regulations of the federations it comprises. It also pays particular attention that the corresponding regulations be jointly registered by these federations at the International Olympic Committee.
Article 4
The duration of the CONFÉDÉRATION MONDIALE DES SPORTS DE BOULES is indefinite.
The head office is situated on the territory of the principality of Monaco. It is set and, if necessary, transferred according to the decision of the executive directors anywhere in this territory.
Chapter II
Composition of the Confederation
Article 5
The Confederation is made up of :
1° Founding federations, namely :
  • The “Confédération Bouliste Internationale” (C.B.I.)
  • The “Fédération Internationale de Boules” (F.I.B.)
  • The Fédération Internationale de Pétanque et Jeu Provençal” (F.I.P.J.P.)
2° World Bowls
 
Every organisation constituting the C.M.S.B. retains an entire administrative, financial and sports freedom, according to its statutes and own regulations. 
The resignation of one of the founding federations entails the dissolution of the Confederation.
Title II
MANAGEMENT AND FUNCTIONING
Chapter I
Executive Committee
Article 6
Under the control of its members' annual general meeting, the CONFÉDÉRATION MONDIALE DES SPORTS DE BOULES is administered by An Executive Committee composed of
1.      The President of each one of the founding federations and the President of the World Bowls
2.      Two members of the Executive Committee of each one of the founding federations, to that end duly commissioned, and two members of the Executive Committee of the World Bowls, to that end duly commissioned.
The members of the Executive Committee must be of age and in full possession of their civil rights. The duration of their functions is equal to that of the mandate they hold from their respective federations.
Article 7
The Executive Committee elects the President of the Confederation by a majority for a four years' period.
The Presidents of the Founding Federations Executive Committees, who are not carrying out the functions of President of the Confederation, have authority of Vice-President of the latter.
The Executive Committee chooses -outside its committee- the secretary general and the chief treasurer, among the sports leaders in the country in which the head office is set up. The latter must live in the Principality.
The mandates are renewable.
Article 8
The President of the Executive Committee is responsible for the functioning of the Confederation. He represents it in every act of the civil life and is entrusted all the powers to that end.
In the event of absence or hitch, a Vice-President will stand for the President, appointed by the latter or, failing that, by the executive Committee.
Article 9
The Secretary General sees to the planning of the Executive Committee's meetings and to the carrying out of its decisions. He reports the deliberations and sees to their retention. He drafts and handles any useful correspondence.
Article 10
The Chief Treasurer is responsible for the Confederation's financial management. He executes all payments, claims and receives any amount due.
He keeps a steady account of all the transactions.
Article 11
The Executive Committee meets according to the written notification of its president, at the date and in the place the latter arranges.
The President calls the Executive Committee any time the Confederation's administration demands it. He must call it at least once a year, and if at least the majority of the members of the committee asks for it. In this last case, the committee must meet within the next three months.
 
The Executive Committee may not validly deliberate unless all the members attend the meeting or are duly represented. A held up member may give another member power of attorney, considering that the latter may not receive more than one proxy.
 
Decisions are taken by the majority of those present or represented members.
 
Votes are cast by a show of hands, unless a ballot is requested by a third of those members present.
If the votes are equally divided, the President holds the casting vote. In the event of a secret ballot, where the vote is divided, the President must inform the members present of his vote, recognised as the casting vote.
 
The deliberations are reported and signed by the president and the meeting's secretary.
 
Article 12
 
The Executive Committee is entrusted with extensive power to conduct the Confederation. It may appoint Special Commissions for missions and special delegates.
Chapter II
General Meetings
Article 13
The three presidents of the founding federations of the “Confédération Mondiale” executive committees and the President of the World Bowls, compose the General Meeting.
Article 14
The General Meeting usually gathers once a year on demand of the executive committee's president, in a place and a date arranged by this committee.
 
The president may extraordinarily call a General Meeting by decision of the executive committee, or on request of the president ofa member federation. In this last case, the meeting must be held within the next four months.
Article 15
The ordinary or extraordinary general meeting is chaired by the president of the executive committee.
 
The executive committee settles its agenda and, besides its own suggestions, mentions the ones that it received at least a month before the date of the general meeting, along with a report expressing its opinion.
 
Decisions are taken by a majority of the 3/4 of those present or represented members.
In case of a vote, the latter is held either by show of hands or by secret ballot.
Chapter III
Confederation's Funds
Article 16
The Confederation's funds consist of possible donations and bequests, as well as any other financial contribution brought in or asked to the member federations as a contribution to the expenses, secretarial costs and any other incurring, following the decisions of the executive committee.  
Article 17
Each member federation bears its own expense accounts among the Confederation, whatever the function of its representatives may be.
The expenses of the Confederation's president are chargeable to the member federation the latter is dependent on.
Title III
SUNDRIES CLAUSES
Chapter I
Statutes alteration
Article 18
Statutes may be modified on proposal of the executive committee.
The General Meeting giving a decision on the statutes alteration gathers according to the conditions provided by the article 15 of the statutes. The statutes may only be modified by the members' unanimity.
Chapter II
Dissolution
Article 19
In the case of voluntary or judiciary dissolution, the extraordinary general meeting gives a decision on the devolution of the Confederation's goods. After payment of all debts, the latter will be assigned to a charity of the Principality of Monaco, chosen by the general meeting.
To ensure the liquidation transactions, the former appoints one or several members of the Confederation, who will receive to this end all the necessary powers.
Title IV
FIGHT AGAINST DOPING
Article 20
"The clauses of the World Anti-Doping Code (now at the version 3.0 of 20/02/03) fully apply to any person and any competition placed under the authority of the C.M.S.B.
 
Each international organisation member of the C.M.S.B. commits itself, at the latest on the first day of the Games of the 28th Olympiad in 2004 in Athens,
  • to quote in its statutes and apply antidoping rules and regulations, in accordance with the World Anti-Doping Code;
  • to demand, as a condition of affiliation for national federations, that their rules, regulations and programs are conformed to the World Anti-Doping Code; 
  • to demand from every sportsman and their managerial staff under the authority of the international federations that they acknowledge and be bound by antidoping rules in accordance with the World Anti-Doping Code;
  • to demand from non‑usual member sportsmen, from international federation or from one of the affiliated national federations, to be available for controls and to periodically provide precise and updated information concerning their location, if stipulated by the international federation conditions of participation, or if necessary by the organisation in charge of major sporting events; 
  •  to follow the national federations antidoping programs through; 
  •  to take appropriate actions to dissuade the non-observance of the World Anti-Doping Code;
  • to authorise and make the program for independent observer easier during international events;
  • to break off all or part of the financing for those national federations which would not follow the World Anti-Doping Code;
It is imperative that confirmation of the above defined compliance be made immediately to the C.M.S.B., by each one of the international federations affiliated to the C.M.S.B., and this before the specified deadline (equally defined above). This should specify the contents of the dispositions adopted in their statutes."
